Silicon Island: Technion Israel Institute of Technology World Tour

Forbes covered the Technion Israel Institute of Technology World Tour visit to New York City where as the Vice-Chair of the Jewish Caucus and tech entrepreneur I was proud to speak of this new partnership with Israel, opportunity to receive an Israeli curriculum right here in the United States, and coined the term "Silicon Island." I look forward to collaborating with Technion as they roll out a new degree program in Smart Cities.

 

Fighting to Fund Hunter Science Campus Construction

In 2013 prior to my taking office, the Economic Development Corporation swapped a sanitation garage with City University of New York's (CUNY) Hunter College Brookdale Campus in order to build a new state of the art Science and Health Professions Building and Cancer Center with Memorial Sloan Kettering (MSK) at East 74th Street and the FDR.  Unfortunately, the Hunter Science building has remained a hole in the ground over the past four-years without funding from CUNY. In October I joined Manhattan Borough President Gale Brewer in requesting the City University of New York (CUNY) Trustees fund this long overdue project. I will continue to work with Manhattan Borough President Gale Brewer to secure this funding.

 

 

PARKS & ENVIRONMENT

Breaking Ground on East River Esplanade Construction at HSS

Since my election, I've been working to establish public-private partnerships to renovate and care for the East River Esplanade in perpetuity. In 2015 as part of my approval for a Uniform Land Use Review Procedure (ULURP) for new construction, I asked Hospital for Special Surgery (HSS) to renovate the esplanade from 70th to 72nd street and create a master plan from from 70th to 78th street for future construction and care for that stretch of land in perpetuity.

In October I had the pleasure of breaking groundbreak on this new partnership with the President and CEO for HHS, Louis A. Shapiro, Congress Member Carolyn Maloney, Manhattan Borough President Gale Brewer, and Parks Manhattan Commissioner Bill Castro, and Friends of the East River Esplanade President Jennifer Ratner. Improvements to this portion of the Esplanade include noise barriers to quell the noise of passing vehicles, a new irrigation system that will keep our greenery alive and healthy, and new water fountains. It's My Park Day

Each year the City Parks Foundation and the Department of Parks and Recreation host "It's My Park" day where I was happy to join hundreds of volunteers from the Sutton Parks Conservancy, Friends of St. Catherines Park, and Muslim Volunteers for New York at Ruppert Park. Thank you to all the volunteers who invest-in and keep our parks clean and planted on this day and every day of the year.

 

Banning Toxic Pesticides from Parks

I joined P.S. 290 Kindergarten teacher and environmental activist Paula Rogovin as well as Dr. Sarah Evans from the Children’s Environmental Health Center at the Icahn School of Medicine at Mount Sinai and Jay Feldman of Beyond Pesticides for a forum on toxic pesticides. The forum served to educate residents about my bill, Int. 0800 which would prevent the New York City Parks Department from using toxic pesticides in parks and open spaces. The forum took place following a successful and informative hearing at the City Council attended by dozens of kids from P.S 290. Climate Works for All Building Retrofits

We marked the five year anniversary of Hurricane Sandy by joining the Climate Works for All, which aims to fight climate change by reducing the carbon footprint of our city's number one polluter, our buildings with contribute to 70% of emissions. Under climate works for all we would:

• Mandate Energy Efficiency Retrofits in New York City's Largest Buildings
• Install Solar Energy on Rooftops of New York City’s 100 Largest Schools
• Replace New York City Housing Authority (NYCHA) Boilers with Combined Heat and Power Systems
• Upgrade New York City’s Energy Distribution Systems by Investing in Microgrids
• Fix Leaking Natural Gas Lines
• Expand the Green Jobs - Green New York Program in New York City

PUBLIC HEALTH

New MSK Center for Laboratory Medicine Ribbon Cutting

At a time when healthcare is being outsourced, I was proud to join the Memorial Sloan Kettering Cancer Center (MSK) to cut the ribbon and officially open their new Center for Laboratory Medicine on East 64th Street between First and Second Avenues. Cancer touches all of us whether directly or, as in my case, through our loved ones. My father died from Multiple Myeloma shortly after my election before he could attend my inauguration. This new laboratory is not only bringing new jobs to the neighborhood but setting the pace for analyzing and returning laboratory results to improve treatments for cancer.

   

 

 

Senior Health Fair Success

Thank you to everyone who came out to our annual Senior Health Fair in October. Attendees enjoyed free Zumba classes offered by Asphalt Green, got their no-cost flu shots that were given out thanks to Walgreens Pharmacy, learned about protecting themselves from identity theft from State Attorney General Eric Schneiderman and some (like me!) even found money they were owed with help from State Comptroller Thomas Dinapoli. Lenox Hill, Carter Burden, the 92Y, New York Foundation for Senior Citizens, New York Presbyterian Hospital and the New York City Department of Finance also participated. Thank you, all the participated already looking forward to doing it again next year.

 

American Academy Committee on Nutrition and Obesity

I am lucky to have one of the smartest constituencies in the city, upon whose expertise I can rely when making public policy. I had the opportunity to join the New York State American Academy of Pediatrics Committee on Nutrition and Obesity to discuss public health initiatives from my office, our recent victories on Universal School Lunch and school food reporting, as we discussed disparities between public schools within the district and throughout the city relating to access to "universal" city services.

 

Asphalt Green Swim Meet

Asphalt Green’s swimming pool has always been one of my favorite pools to train in. It is a facility that many Upper East Siders love. So when I heard the pool was in need of new filters, I made it my priority to secure the necessary funding to get it done. $600,000 later, the pool is now operating at max capacity. In early October, it was my pleasure to join young athletes and their parents, along with swim coach David Rodriguez, for Swim for the Future’s annual meet at Asphalt Green to celebrate the new renovations to our beloved community pool.

Oversight of Mayor's Management

Many New Yorkers share their concern that the city is headed in the wrong direction in certain areas, and for four years I have scrutinized the Mayor's Management Report (MMR) as chair of the Committee on Governmental Operations. The MMR set forth and tracks over a thousand indicators as to how the city is doing. Each year the Mayor has accepted my recommendations to improve Management with report now including spending and budget information tied to goals as we seek to achieve performance budgeting and meaningful way to find our return on investment (ROI). Questioning City Technology Costs

The City of New York spends hundreds of millions on technology software and hardware. I joined the City Council’s Contracts Committee Chair Helen Rosenthal to question the Mayor’s Office of Contract Services and the Department of Information Technology on rising costs at the new 911 call center in the Bronx, the use of mainframes when server farms have largely taken their place and using free and open source software to avoid vendor lock-in and give the city the freedom to make changes to the software and share with other cities. TRANSPORTATION

Plan to Fight Double Parking and Move Deliveries Off-Hours

In October I joined Mayor Bill de Blasio and Transportation Commissioner Polly Trottenberg as they announced a plan aimed at easing traffic congestion in Manhattan and the outer boroughs. I came out in support of the 5-point plan the included to items that residents have suggested time and time again:

1. Clear Lanes:  Keeping Traffic Moving in Manhattan’s CBDs  - “moving only” lanes to prevent double parking from 6am to 7pm with 80 dedicated officers focused on: 60th & 59th Sts. (Fifth to Second Ave.), 58th St. (Lexington to Second Ave.), 54th St. (Eighth to Third Ave.), 53rd St. (Ninth to Third Ave.), 50th and 49th Sts. (Ninth to Third Ave.), 47th and 46th Sts. (Ninth to Third Ave.), 37th and 36th Sts. (Sixth to Second Ave)
2. Clear Curbs: Testing Curb Access Restrictions - loading and unloading of trucks would be restricted during peak hours from 7am to 10am and 4pm to 7pm in Midtown from Madison to Sixth Avenue and 45th to 50th Streets.

The pilot will begin in January and run through June, which if successful I have already asked Mayor de Blasio to bring "Clear Curb" loading and unloading restrictions to the district and "Clear Lanes" double parking enforcement to my district. Bike Safety Helmet Fitting

In October I funded the free distribution and fitting of hundreds of bike helmets at Carl Schurz Park as part of my Bike Safety Program.

Drivers, pedestrians, and cyclist alike have all expressed concerns about their own safety in relation to e-bikes. In response, we’ve expanded our Bike Safety Program with Council Member Garodnick to cover the Upper East Side and Midtown East within the 17th and 19th precincts. Injuries are down to motorists and pedestrians. The program focuses on Education, Equipment, and Enforcement.

FREE Equipment with Education:

• Vests, Lights, Bells and Helmets for Delivery Bikes following training class.
• A 90-minute training class in English, Spanish and Chinese.
• Lights and Bells for Recreational and Commuting Cyclists coupled with education.
• Free Helmets.
• New Bikes for NYPD Bike Patrol.

The NYPD presented new statistics from the summer 2016 initiatives and recent expansion of the program, including:

• 17,615 moving violations issued to vehicles
• 6,123 violations for improper turns,
• 3,003 violations for disobeying a traffic control device
• 1,450 violations for not giving right of way to pedestrians, among other violations.
• 70 seizures of illegal “E-bikes”
• 36 Environmental Control Board (ECB) summonses issued.
• 15 motorcycles have also seized.

We’ve also added a protected bike lane on 2nd Avenue and bike lanes to 70th & 71st and 77th & 78th Streets.

Bernie, Bill and Ben

Our City’s subway system is in dire need of maintenance and repair. I was glad to join Mayor de Blasio and Vermont Senator and former Presidential candidate Bernie Sanders in support of the Fair Fix plan. The aim of this proposal is to increase New York City’s highest income tax rate by 0.534%, from 3.876% to 4.41%. This would only apply to taxable incomes above $500,000 for single people and 1,000,000 for married couples. The tax increase would be paid by approximately 32,000 New Yorkers about 0.8% and if adopted by the State Legislature it is projected to raise $800 million  annually. The revenue would be dedicated to modernizing our aging subways and providing a half-priced MetroCard for as manya s 800,000 low-income New Yorkers.

 

 

COMMUNITY

Protesting Gun Violence with Congress Member Maloney

In the wake of another mass murder in Las Vegas in early October, I joined Congress Member Carolyn Maloney and District Attorney Cy Vance for a press conference opposing the Concealed Carry Reciprocity Act of 2017 and a failure to act in Congress. This bill is making it’s way through the US House of Representatives and would allow gun owners to cross state lines with a concealed firearm. It would override the federal restriction that banned concealed weapons in school zones and in many places where guns laws are stricter in states like New York.

 

Know Your Rights for Immigrants at Islamic Cultural Center

More than one-third of New York City is foreign-born, with my grandparents and my wife both immigrated to America to escape anti-Semitism. In a time when immigrants are being targetted at the national level, we are working with the Mayor's Office of Immigrant Affairs to host "Know Your Rights" events with organizations like International Refugee Assistance Project, New York Civil Liberties Union and the Muslim Social Justice Initiative at the Islamic Cultural Center on the Upper East Side. No one should face discrimination for their religious observance and we must always speak up for others when we see it. Eastside Taskforce for Homeless Outreach

Homelessness continues to rise with 23,365 children, 17,847 family members, 3,785 single women, and 9,873 single men in our shelters, and more than 2,794 people on the streets. I launched the Eastside Taskforce for Homeless Outreach and Services (ETHOS) with Borough President Brewer, Senator Krueger, Council Member Garodnick, Department of Social Services, community and faith leaders and service organizations. We hope to get unsheltered people living on the street the help they need. If you see one of our City’s most vulnerable on the street, please call 311 or use the NYC 311 App (Android/iPhone) to ask them to dispatch a “homeless outreach team.” They will ask where you saw the person, what they looked like, and offer to report on whether the person accepts our city’s offer of shelter, three meals a day, healthcare, rehabilitation, and job training. Youth Action March

Democracy is broken, in no small part because it requires participation, with a government that offers few meaningful opportunities and rampant disengagement as seen through low voter-turnout. That is why I am doing everything I can to engage and empower residents to have a voice in government. I was proud to join a bi-partisan group of our future political leaders for the Youth Action March, an event dedicated to youth political empowerment that held events across the country. My office has always been dedicated to advancing the political power of our young people, from passing a resolution that gave 16-year-olds the right to serve on their local community boards, to offering internship opportunities for kids that want to get more involved in their local politics. I am constantly inspired by the passion of these young activists and I cannot wait to see what they do next.

 

Building Service Worker Helping Hand Award

Our Building Service Workers represented by 32BJ SEIU are a large part of what makes the Upper East Side so great as they see us off and welcome us home every day often becoming a part of our families. Each year I am proud to join Straus News President Jeanne Straus and 32BJ SEIU Union President Hector Figueroa at the Building Service Worker Awards where I was proud to present the "Help Hand" Award to Jospeh Saljanin the resident manager at 201 East 79th Street. Honoring former Community Board Chair David Liston

In October, I had the pleasure of awarding David Liston a citation celebrating his 50th birthday. David is a former Community Board 8 Chair who has served our community and City tirelessly for many years. A double congratulations to David who took the opportunity the day he was recognized to renew his vows with his wife. Thank you David and congratulations.

 

Halloween Neighborhood Celebrations

Roosevelt Island may have one of the best Halloween Parades in the city where children, parents and even Council Members dress up. As in previous years, Captain America, or at least me in that costume, joined festivities on Roosevelt Island, Yorkville Community School Fall Festival and the new East 91 St Street Halloween Parade and Contest. Come play board and card games in the library. We have classic games and new games, for children ages 2 to 12. Drop in at any time on Saturday, games are available throughout the day.

Every Saturday: Kid’s Coloring Club

Children of all ages are invited to color coloring sheets featuring their favorite characters, seasonal designs, and more. Feel free to bring your favorite coloring book!

Every Saturday: Read to Fritz, our New York Therapy Dog!

Come read to our therapy dog, Fritz! Enjoy one-on-one, no-pressure reading time with a furry friend! Pre-registration is required for each 15-minute slot and opens 1 week in advance. For ages 5 and up.
